Open letter to supportive Rotarians and RFPD members with a suggested course of action

Proposed Enactment below will be presented to 2007 Council on Legislation. Action required by your club and district by June 30, 2006 (See section II below for wording of legislation)

Dear RFPD Leadership and supportive Rotarians

The Board of The Rotarian Action Group for Population & Development (RFPD) supports the effort to advance an Enactment to the 2007 Council on Legislation (COL) for an RI Standing Committee on Population & Development.  This is the same Enactment that was proposed at the 2004 Council on Legislation.  The 2004 proposal, however, in an unexpected motion from the floor during the debate, was referred to the RI Board.  In the three years since, the RI Board has taken no action on this referral, so it is appropriate that the proposed Enactment be reconsidered by the 2007 COL.

Since creditability of legislation is increased by broad support, the RFPD Board is asking those who support this legislation to endorse it through their club and district to the COL committee, by June 30, 2006.  The attached proposed Enactment is self-explanatory.  If you are agreeable, the following actions are required:

  • 1. Your Rotary Club - Present the proposed Enactment to your Rotary club.  It may be appropriate to present the proposal to your club Board of Directors first, and with their approval, introduce the proposal to your club the first week and then allow the club to vote on it the second week.  The club president must sign that the proposed Enactment was approved by your club.

  • 2. Your Rotary District – RI requires that any legislation coming to the COL be considered by the District of the club or clubs initiating it.  That can be done at a district conference.  If this method is used, the governor should follow the rules in the RI Manual of Procedure, and the district rules of procedure as they might apply, and provide all clubs in the district with 30 days notice of the pending legislation before the district meeting at which the Enactment would be considered.  If there is not a district meeting in the time between now and the end of June, 2006, the Governor can poll the clubs for their vote on the matter via mail or email.  It is not essential that the district approve the draft legislation, only that the district consider it.  The Governor must also sign the proposed Enactment.

  • 3. Submit to RI - The signed proposed Enactment must then be sent to the Secretary General of Rotary (address: One Rotary Center, 1560 Sherman Ave., Evanston, IL 60201, USA, or fax 847-3288554), to be received not later than June 30, 2006.

The draft legislation is then reviewed by the COL Committee, and entered onto the agenda of items to be considered by the Council in 2007.

Most RFPD members believe that for Rotary to succeed in its humanitarian work, Rotary must actively address the population issue, and its primary relationship to most forms of human misery.  By having a Standing Committee at the RI level, the issue will be afforded a serious level or attention, with continuity.  Without this Standing Committee, the population issue floats from year-to-year, with varying levels of emphasis.  Unfortunately, the world can not wait.  Now is the time for Rotary to assume a leadership role, and act.

PROPOSED ENACTMENT 07-

To Establish a Standing Committee on Population Concerns of Rotary International

Proposed by the Rotary Club of / Rotary District ...

Whereas, the 1998 Council on Legislation, in Resolution 98-231, affirmed that Rotary should address the global population challenge and, thereafter, the Board of Directors adopted the Statement on Population Growth and Development, and emphasized Population Issues as one of the Menu of Service Opportunities, and

Whereas, the Rotary's ability to succeed in improving the well-being of humanity and in stopping the deterioration of our global environment is directly related to population concerns in many parts of the world, and

Whereas, population concerns are directly related to the empowerment and education of women, to micro-credit and to safe motherhood, including voluntary counseling and testing for HIV/AIDS to prevent the transmission from the mother to child, and

Whereas, there have been an increasing number of Rotary projects addressing the population issue which would benefit from guidance from a continuous Rotary International committee, and

Whereas, this Proposed Enactment was brought before the 2004 Council on Legislation and, by motion from the floor, referred to the Rotary International Board of Directors, which took no apparent action on this issue in the past three years,

It is enacted by Rotary International that the Bylaws of Rotary International be, and are hereby amended to read as follows (MOP page 237):

Article XVI Committees

16.010 Number and Term

The Board shall establish standing committees on communication, constitution and by-laws, districting, election review, finance, Rotaract, and Population Concerns, as well as such other committees as it from time to time may determine is in the best interest of RI. The number and terms of office for the standing committees shall be as follows:
(1) communications-consist of six members, two of whom shall be appointed each year for three years; (2) constitution and by-laws- consists of three members, one of who shall be appointed each year for a term of three years;  (3) conventions – consist of six members, one of whom shall be the chairman of the host organization for the annual convention; (4) districting – consist of three members, one of whom shall be appointed annually from the board for a term of three years, with two members appointed each year; (5) election review – consist of six members, each of whom shall serve a term of three years, with two members appointed each year, (6) finance – consist of six members, each of whom shall serve a term of three years with two members appointed each year; (7) Rotaract – consist of six members, each of whom shall serve a term of three years, with two members appointed each year, plus a minimum of three Rotaract members; (8) population concerns – consist of six members, each of whom shall serve terms of three years, with two members appointed each year. The number of members on the committees and the terms of membership, except for standing committees, shall be as determined by the board, subject to the provisions of section 16.050 below.  The board shall prescribe the duties and authority of all committees and, except for the standing committees, provide for the continuity of committee members from year to year.

PURPOSE

The purpose of this enactment is to provide that the Board will establish a Standing Committee on Population Concerns.
